This means that wa can't communicate with LISTSERV on port 2306 of the
localhost.  Can you 'telnet localhost 2306' from the LISTSERV server and
send a 'thanks' command to LISTSERV?  If not, then either LISTSERV isn't
running, isn't bound to port 2306, or you've got a firewall rule blocking
the connection.
