It seems to me that enough of a long-term need has been expressed on this list that a design request is in order:

An implicit side-wide file be defaulted to by each list definition e.g.,

.IK EVRYLIST

This file of keywords would be null for the default installation.  LISTSERV maintainers could modify.

LISTSERV list definition processing might be updated to recognize

.IK <off>

to cancel the implicit append of keywords.  This operand would be restricted to LISTSERV maintainers.
