I still need help!
At Ben's suggestion, I stopped Listserv, deleted the directory:
      C:\LISTSERV\MAIN\ARCHIVES\OPMWEB,
and restarted Listserv.
I then sent a message to the OPMWEB list.  I got the following
error back (again!)

An error occurred while logging mail to  the archives of the
OPMWEB list. An
incomplete copy  of the message  might be present  in the

corrective  action and  issue  a "FREE  OPMWEB" command
when  you want  the
message to be reprocessed.
