Unclear.

WSAECONNRESET indicates that LSMTP is able to connect to the site's
mailers but that the SMTP transaction was unable to be completed
successfully.

I'd enable site-specific logging for the affected site (see
http://www.lsoft.com/manuals/lsmtp-faq.stm#2.6 for details of how to
do this) and see exactly where the transaction is failing.  This may
give you hints on how to avoid the problem, or at least it's
information you can go back to the other site's admins with.

(Incidentally I probably would have posted this question to LSMTP-L,
not LSTSRV-L, since it's more of an LSMTP question than a LISTSERV
one.)
