It probably means that a link was  down for an extended period and files
were backing  up so some  inexperienced systems fellow  just TRANSFERred
the files away from RSCS (instead of using SPTAPE!) and then transferred
them back when the  link came back up, destroying the  origin ids in the
process.
 
This happened to us  on about 3000 files for ARPA  mailing lists -- boy,
did I get hate mail from that one.
