Why not just use one of the listserv maintainers since they are site-wide list "owners?"

Once upon a  time, I had site-wide privs though I never maintained the LISTSERV software or host.

This was very useful when I was alerted to obsolete (but subscribed) email addresses.  Usually, I would issue:

DEL  *  obsolete_userid@node  PW=zzzzz

Though the notification (to the obsolete) userid would probably bounce, list owners would be notified (of course they were "surprised" that a maintainer could do such a thing!).
