All:

I have encountered a problem which I cannot seem to solve.  When trying to connect via the web page I receive the following error:

Error - unable to initiate communication with LISTSERV (errno=0). The server is probably not started. 

I even added the following to see if that resolved the problem:

TCPGUI_IPADDR=123.456.789.012  <Example IP Address real IP was removed>
TCPGUI_PORT=2306

This did not resolve the problem either.  I am running this list server on a HP/UX Unix system (Version 11) and the listserver's version is 1.8d.
Any ideas?  I have started and restarted the service many times and even as root and I receive the same error.  I can even telnet to the port but all I get is a "connected" message.
