I would like the DISTRIBUTE notification be mail by option.  Message is
fine for any non-critical distributions of informational items.  But for
those of us who distribute EXEC's and MODULE's with it (me with Relay
and Eric with LISTSERV) you don't want people to take a shipment 'as is'
unless they KNOW it came from the author; otherwise any turkey could
ship any garbage to you as a legitimate code distribution and they
could feasibly do some damage.
