list of local lists?

I administer 49 lists for Capital PC User Group (CPCUG).  We have recently 
upgraded to LISTSERV v. 14.3 and installed the web interface for the first 
time.

Leaders of our organization complain that members registering at the web 
interface are unable to see a list of all local lists in order to subscribe 
to a new list.  Lsoft support tells me this is on purpose.  True?  Solution?
