I do manage the mail server.  I don't think I set limits for connections per timeframe, but then again, I'm not as familiar with all the commands on Exchange 2010.  It seems to me that the listserv is sending about 200 messages to the Exchange server, and once it has delays for 200 messages, it slows down the handoff between the listserv and exchange at the rate in which the delays are removed.  So if I can find a way to increase those numbers, maybe that'll fix it.

Does that sound right?

Most likely. Do you manage the mail server?  Any limits imposed on it for
the number of connections per timeframe?  That could also be imposed if
there is a firewall or other network device in front of the mail server
too.

"No one would ever connect to the mail server more that 200 times per
hour!"
