Actually, the RFC1123, section 5.2.6 requirements to only make minimal
changes aren't an effort to save overhead, they are there to keep
intermediate mail servers from screwing up the headers.

When you look at the standard-mandated things like end-of-line
canonalization and dot-stuffing for transparency, the added overhead of
mucking with some headers is actually pretty low.  The problem is
mailers that muck with the headers and get it wrong... ;)
