Why the anti-spam delay for editor-approved postings?

Hiho,

I have a list "ruraldev" that is set up so that non-subscriber posts are
forwarded to me for approval:

  *  Review= Owner     Subscription= Open,Confirm      Send= Editor,Hold
  *  Editor= [log in to unmask],(ruraldev)

When I approve a post via the "OK" mechanism Listserv holds the approved
post for 10 minutes:

  24 Jun 1999 15:10:14 Processing file 126282 from [log in to unmask]
  24 Jun 1999 15:10:14 From [log in to unmask]: ok
  24 Jun 1999 15:10:14 From [log in to unmask]: APPROVE RURALDEV 048DDA
  24 Jun 1999 15:10:14 To   [log in to unmask]: Message successfully approved.
  24 Jun 1999 15:10:14 Sent information mail to [log in to unmask]
  24 Jun 1999 15:10:14 Processing file 126283 from [log in to unmask]
  -> Not a subscriber, will process in 10 minutes.

Why?  Even if it IS spam, it was approved by the editor.  Why wait?
