I have a user who distributes files via AFD. When he updates one of his
files, LISTSERV emits the console messages:
 
Format MAIL is not available, internal DISTRIBUTE job failed.
* Internal error, postmaster has been notified. Your job (0000) has been
  transferred to the postmaster.
 
What does this mean, and how do I resolve the problem?
