It's getting even worse.  I did go head and try setting it to a 09
release, but nothing happened (as you said)

I then set it to 10, well in advance, but no digest was sent at 10.

I set it to 12, which just passed a few moments ago (this server is on
Pacific Standard time) and still no digest.  No error message in the
log, either.

Our digest is up to 3100 lines.
