As permvars.file on non-VM is a binary format file you want to be VERY
careful if you open it in an editor.  If you save it by accident you
will almost defintely corrupt it.  It's one of those files we don't
recommend monkeying around with.  If you simply must open it try to do
so in read-only mode.
