The first part is easy - set the list to post by list members, then
subscribe the "posting" address, and 'SET listname NOMAIL'.

The second part is a bit tougher - you have to put the "do not post"
addresses into the Filter= list header field.

Please note however that this will *NOT* stop a sufficiently determined
person from posting (for instance, they can always just set their
email address to be that of an appproved poster).  You may have to make
the list moderated if this is an issue.
