Does the SITE.CATALOG need to be "registered" in the SYSTEM.CATALOG?
If so, is yours?
 
What about ownership of the SITE.CATALOG, and of the directory where
the files are stored? Should they be owned by LISTSERV? What about
Group and Other file access permissions.
