CPU power  is not normally the  bottleneck for a sendmail  system. Memory
would be your  first bottleneck and then I/O. The  system could very well
be  15%  CPU  busy,  spending  its life  swapping  hundreds  of  sendmail
processes in and out and generally not getting any work done...
