LISTSERV is, by definition, an email list managment product.  It you don't
want to use it to maintain/manage the lists, then it kind of seems like you
don't want to use LISTSERV for this at all. 

You can store data in a database, and then configure LISTSERV to access that
data when sending, but you say you also don't want to do that either.  Your
web service can send a list of address and some message content to LISTSERV
and it will send the emails out, but at that point you are using ~ 1/10 the
capabilities of LISTSERV.  

Based on what your requirements are, it seems like there might be more work
involved by trying to keep using LISTSERV that in using a completely
different application.
