Everytime I try to administer a list through my web interface I get the
following error:

Error during command authentication
Error - unable to initiate communication with LISTSERV (errno=10106,
phase=SOCKET, target=127.0.0.1:2306). The server is probably not
started. 

Please help.  I have verified that the listserv server service is
running.
