If the Listserv and SMTP logs say it went out … it went out.  Were all the missing recipients at the same location?  Might have been a poorly-constructed message that local mail filters out.  Just a thought.

Though doing so might reveal something, I think inspecting the various logs (LISTSERV, SMTP) would isolate more quickly.  If that doesn't reveal a problem, start looking at the remote mail server(s) esp. if MX hosts are involved.
