This is a binary file encoded in base64.
If they change to DIGEST MIME or DIGEST HTML it will probably work.

Another way requires a text editor and a bit of computer skill.  Also
requires WinZip (or equivalant) to be installed.

Using the editor,  isolate from the first gibberish line to the last
into a seperate ASCII text file on the PC and give it an extension of
".b64".  Example: "November 2004 CIRT Monthly Report.b64".

Then locate the file in windows explorer and double click on it.  Winzip
will open it and show you that in contains "November 2004 CIRT Monthly
Report.pdf" which can be extracted.
