We used compress because we were trying to ensure that people who run non-GNU unix and don't have gunzip installed would not have a problem with the kits. Personally, I would prefer to use gzip for the reason you note, and we may well switch to it in 15.1. It -is- pretty annoying to have a "compressed" file end up larger than it started out, and I imagine the number of sites that don't have a copy of gunzip (or refuse to install it) is shrinking daily.
