It might be that the TOPICS= listserv definition will do what you want.
(as had been mentioned by other posters). Others have actually used
separate lists and had a master list which controls who can subscribe to
the minor lists. HEPROC-L@AUVM is an excellent example of the former,
whereas AFA-FIN@WSUVM1 of the latter.
