Hmm, if this is specific to digests you might want to have the users
who are complaining set the NOMIME option so that a standard digest
(as opposed to a MIME digest) gets sent to them.  Otherwise under
1.8c there's nothing you can do about this short of asking people not
to use HTML mail and so forth.  When 1.8d is released (or if you are
running the current beta) you can code "Language= NOHTML" to at least
stop the HTML crud from coming through.  1.8d will also strip a
particular kind of Microsoft Exchange attachment by default, but other
kinds of attachments will continue to be passed.
