Send the command GET NEWLIST CREATE to [log in to unmask] and
read the file that is returned to you.  Essentially, it advises you
to compose a message describing the new list, and ask for a LISTSERV
sponsor, and post the message to [log in to unmask] And include a
request that responses be sent directly to you (unless you decide to
subscribe to LSTSRV-L) else you won't see the responses.
