One of my listowners is having problems with uploaded wordperfect
files that are being included in mail sent to the list. My answer
will be to save them as ASCII TEXT rather than ASCII GENERIC WORD
PROCESSING format, but I'm wondering who is doing the encoding. Is
it LISTSERV? I thought it only attempted encoding of files sent to
a list, not mail to the list. Looks like non-printable characters
are encoded in hex so they could be converted later. Here is a
piece of a file:

=09=09=09 COCA-COLA CLASSIC=0D
=0D
=09George Watson read the time through the clear plastic=20=0D
of the Zip-Lock bag, then stuffed both-the bag and the=20=0D
