A new list is created. Subscribers can send messages to it. They get
distributed and archived ok; one can GET the logfiles too.
 
But, if you request INDEX xxxxxx, you get a message back saying:
 * File "xxxxxx FILELIST" is not yet available.
 
Is this because no xxxxxx FILELIST and/or xxxxxx FILEID have been explicitly
created by the LISTSERV manager/owner? I thought that even if there is no
xxxxxx FILELIST, a virtual one is created and sent to a subscriber in
response to an INDEX xxxxxx, or GET xxxxxx FILELIST, showing the LOG files.
