I used to add these to messages when they went out from my own
system. When we moved over to a LISTSERV I couldn't find a way
of doing it within the system, so now I add them by hand to the
headers of my outgoing newsletter messages. The LISTSERV leaves
these headers in place and they are propagated to subscribers.
