That's called REPRO, it's a subscription mail option which your subscribers
can set for themselves, or you can set for them.  To set all of your
subscribers:
QUIET SET listname REPRO for *@*
For all your new subscribers, put REPRO in your Default-Options=
in the list header.  You might want to also put NOACK in your
default-options as most folk do not want to be both ACK and REPRO.
Again, that is something your subscribers can do themselves or you can
