Actually 2 directories need to be created (with appropriate permissions for
access by 'listserv')

 /usr/local/apache2/htdocs/archives/comm-322-01    (for web index files)
 /usr/local/listserv/archive/comm-322-01      (for actual message archives)

and then the List Header needs to be 'PUT'.

If you are doing a lot of lists at once simply stop/restart LISTSERV after
building everything and it will take care of all of them at one time.
