If you don't or can't do a Web page for this stuff, what about putting a
file on your list server that subscribers could retrieve with a GET
command?  You could include instructions for getting it in message to
new subscribers and post a short message to your list with instructions,
whenever you update the file.  Then, only those interested could get it.
