Three list definitions: org-x (the general lists), dept-a and dept-b
(the only "subscribers" to org-x):
org-x * Topics= dept-a,dept-b,notebook=YES
dept-a * Topic= NONE,notebook=NO
usera-1
usera-2
dept-b * Topics= NONE,notebook=NO
userb-1
userb-2
Subscriber dept-a (a list itself) would have a distribution topic
SET to dept-a. Similarly, subscriber dept-b SET to dept-b.

Thus, e-mail to org-x WOULD BE archived in org-x filelist but
would NOT be in dept-b filelist (since none had been defined)
