The only other alternative, which apparently is not what
you want, is to make it into a file within the filelist and
give good instructions on how to GET,AFD,FUI it.  Additionally,
you can announce to the list when ever you update it.  It'll
cut down on your archive space too since it won't needlessly be
stored every x-months.
