A paragraph from the 1.7b announcement.
"The effects of a SERVE OFF command from the LISTSERV postmaster are now
permanent - only a SERVE ON command by a postmaster will restore access
to the user. In other words, it is no longer possible for a user who has
been banned by a LISTSERV postmaster to restore his access himself, using
someone else's account. Apart from the obvious benefits when dealing with
malicious users, it ensures that disabled gateways are not inadvertently
re-enabled by well-meaning end-user who do not understand all the
implications their attempt."
