As stated quite clearly in the list owner's manual, on non-VM systems,
you must register files in the server's site.catalog before you can
PUT them. The LISTSERV maintainer must edit the site.catalog file in
order to do this. The various VM-oriented file server documents can't
be used with the non-VM servers. The reason you got the error you
received is because the MARCTEST.FILELIST on your unix server isn't
a real file; it's generated on the fly when someone sends the command
INDEX MARCTEST, and it only contains references to the list's archive
notebooks.

LSVOWNER FIL-LIST, FSV GUIDE, and any other VM LISTSERV file server
documents out there should only be used by VM sites. They don't have
anything at all to do with the file server on unix, VMS, and Windows
sites.
