I think I understand now.  Thank you all.  I believe my confusion stemmed
from the terminology of "moderate" and "review".  Review has two different
definitions in Listserv.  When you "set listnane review for subscriber" you
actually set their subscription to moderate.  Review also means to review the
subscriber list.  So review= and moderate= as used in the header can be
confusing depending what you want review to mean.
