Anyone who can update a header. Typically, the administrattor will define
a keyword file for this and a keyword file for that, and then list owners
are free to include it. The syntax is:
*.IK xxxxx
LISTSERV then imbeds the file called 'xxxxx.keywords' in its main
directory.

No, the only thing that could possibly be appropriate is a variable with
the name of the list, which is all the information LISTSERV has at this
point.
