Of course the best was is for the existing listowner to add the new person; after a period of time (making sure things work correctly), remove the old owner.

If the old owner is unavailable, then work with the site's listserv maintainer who has system-wide authority.

They may need to do some research in order to corroborate your new authority / custodianship.
