Actually  HOLD is not documented or explained in the List Owners Manual.
The FREE command (its converse) is explained, as the list may automaticlly
go 'on HOLD' if daily posting limits (if set) are exceeded.  In this case
the Owner must take action to FREE listname.

It is listed on the INFO REFCARD listing (also Appendix A) but is not
otherwise explained.
