Sorry! I sent that off before realizing something.

The accumulating subject tags are delivered only to those using IETF
headers. A closer check of our archive (which is not a LISTSERV Notebook,
but a separate package receiving mail with FULL headers) indicates the
accumulation is always what a user of IETF headers received--minus one
subject tag that gets subtracted because of the FULL header processing.

Maybe there should be a recommendation that the options for IETF subject
tags and sequenced subject tags not be combined.
