Works for me.  I have:

* Validate= Yes,Confirm
* Send= Editor,hold
* Editor= [log in to unmask],(Chinook-l)
* Moderator= all,[log in to unmask]
* Review= Owners

and when somebody is on review (all new subscribers), they come to me
for approval.
