if you were a digest subscriber on a list where everyone top posts and
includes ALL of the prior 3-4 messages, forcing you to scroll through the
junk to see the next message, you might be more concerned about it.

It's a situation where one rude or ignorant person wastes the time of many
others -- perhaps thousands -- and also may cause some of the most important
contributors to leave the list.
