To add a bit: they are treated as "normal" SUBJECT:s in the index and
thus are searchable.  Remember that since a TOPIC can be abbreviated to
its most unique part then a search of the SUBJECT field for the canonical
topic may not find its abbreviation e.g., if a TOPIC of JOBS were
defined, and I posted with a topic of JOB, that would be distributed to
JOBS recipients, but if you then searched the SUBJECT for JOBS, you would
not find that posting.
