What is the distribute path between your list and this user?
 
Maybe the user could send you the headers of one delayed
Digest Distribution to get a "handle" on the time-stamps and
routing.
 
In searching the PEERS db for all nodes in country DE, it
appears there are 8, including [log in to unmask]
That particular LISTSERV host seems to respond fast enough
at this particular snap-shot in time.
