Not exactly . . . an existing owner, or the site administrator, may edit the OWNER= keyword of the list header to add the new someone's email address.  But "someone new" cannot 'take over' the list, the list must be given to them by one already in authority.

Is it possible for someone new to take over as listowner for a list? If so, how is that done?
