On my list, FILMUS-L, the default is REVIEW.  When a new subscriber posts
for the first time, it is routed to me for approval; if the post is
legitimate (not a spam or something else inappropriate), I "ok" it and
immediately set the subscriber to NOREVIEW, and he/she can post without
my intervention from then on.
 
Something like this would help in your case to stop the unwanted person
from getting around your filter by changing addresses.  You just leave him
as REVIEW whenever or however he resubscribes.
