The log is strangely quiet when subscribing addresses. It does have evidence in the log for the deletions and modifications listserv.log has entry like:
25 Aug 2006 15:30:25 Sent information mail to:
> [log in to unmask] cc: [log in to unmask]
25 Aug 2006 15:30:25 To [ANONYMOUS]@LISTSERV.WA.GOV: [log in to unmask] has been removed from the TEST list. Notification has (...)
For subscriber additions, there is no "Sent information mail to:" log entry. I am doing this via the cgi and the result of the subscription is "Sent notification to [log in to unmask]". The same behaviour with doing the sub commands through email.

In my UNIX world:
If you watch your *.log file, you can see if this email is sent.
tail -f /home/listserv/*.log; is a great tool.
From there, typing mailq will show what is sitting in your mailq; life
is good if its empty.

Hi all,
Is anyone having problem with subscription notification not going out ?
This started happening (or we noticed) about a month ago; non quietly
adding addresses to lists results in the message "Notification has been
sent to [log in to unmask]". Yet no message gets sent out to subscriber. The
notification does go out for subscription modifications and deletions.
