I doubt very much that the people who ask for subscriptions or removals
would be typically one's to use the TIMELY feature.  It is of course
possible for someone to think that if they invoke the TIMELY feature
their request will be handled more promptly.  Perhaps instead of calling
it something like TIMELY we could call it NO-MODERATE or DIRECT, which
would have fewer implications for the administrative traffic.
