How long is this delay?  Check the LISTSERV log file.  If the delay is exactly
10 min. then your mail is affected by the built-in anti-spam delay.  This
applies to all messages from non-subscribers and to the first-ever message from
a new subscriber (subsequent messages from the same subscriber are not
delayed).  The solution for non-subscriber addresses is to make the
sender/From: address a subscriber, even if set to NOMAIL.

You can also turn off the anti-spam delay on a per-list basis, but this is not
recommended except for one-way, announcement lists where all postings are
moderated and approved.  (see help for the List Header keyword 'Loop-Check')
